Reassessed both requirements: declared calls need not occur, and their execution order is independent of clause order. Verified exact byte equality of contracts.rs, validate.rs, and envelopes.rs against the supplied historical snapshots; the prior rationale remains supported by current source. Both ordinary implementation entries are sufficient: resolve_contracts accumulates independent permissions, while ContractSession::check_request filters by current target without consuming permissions or maintaining a clause cursor. exit and finish check balance/violations/gaps, not completion of declared calls. The sole ordinary associated test permitted_calls_are_optional_and_have_no_execution_order constructs first/second permissions and explicitly checks conformance for no calls, only second, and second followed by first; these detect mandatory-call and declaration-order enforcement regressions. Captured parse/valid fixture helpers; assertions are visible in the associated test and assert_calls_conform implementation. No TODO/N/A entries or prerequisites exist. This is source inspection plus historical byte comparison, not new behavioral execution. I ran review start/read and comparison commands; the coordinator separately reports 321 functional tests and cargo build passing. No source edits or additional test runs were needed.
