Reassessed the complete claim, both ordinary implementation entries, and the sole ordinary test; no TODO/N/A entries or prerequisites exist. Parser::method recognizes creates name: path; and retains the binding and context in Effect::Creates; parse_path preserves crate/module segments. Model::check resolves the path through resolve/resolve_path and accepts only a class-map entry of ClassKind::Context, rejecting wrong-kind and missing declarations. This is a declaration of fresh owned working context: validation operates on borrowed model documents and diagnostics, without allocating a runtime context, exactly as the qualification states. The complete creates_resolves_a_context_and_retains_its_binding test accepts Work through captured valid/parse helpers, asserts Effect::Creates with cx and Work, and explicitly asserts rejection of both Item and Missing targets. Those assertions detect lost binding/target or omitted context-kind/existence checks; source inspection establishes the descriptive, non-allocating boundary. Captured parse/valid/class helpers make setup and success checks explicit. Independently verified exact byte matches for parser.rs, validate.rs, and envelopes.rs against the historical snapshots, and reassessed the supplied prior rationale rather than treating it as approval. Personally ran review start/read and byte-comparison commands; no behavior tests or build were run by this reviewer. The coordinator separately reports 321 passing sage-meta functional tests and cargo build; that execution is baseline context, not this reviewer's execution. No source changes or requested edits.
